Council of Wolves

The Council of Wolves is a fictional governing body in Nebu in the Tribal Universe. Made up of commanders who survive earlier Alphas, it is intended to retain authority across changes of leadership. Before its destruction in Tribal Bloody Beginnings: The Rise of the Dark Alpha, the council shares half of the tribe's governing power with the current Alpha.

Position in Nebu

The council's continuity distinguishes its members from other people bound to an Alpha's household. The tradition described to Thirty-Two ties the fates of the Bote, Harpies and female Alpha to that ruler, while commanders can outlive him and join the council. The arrangement gives experienced military leaders an institutional position beyond a single reign.

The Dark Alpha confronts twelve council members. Their authority is political, rather than a statement that they collectively possess exactly half of his measurable Ka’ru. Describing the share of governance as a combat statistic would confuse two different kinds of power.

Destruction

The Dark Alpha attacks the council with Deathwave 201 and the brandy-eyed fighter later identified as Zafira. Thirty-Two witnesses the confrontation. The early narration briefly misidentifies the Deathwave subject from a file, but the later correction distinguishes the incomplete 201 from the completed Deathwave 47. The council scene belongs to the former.

The massacre removes the old governing counterweight and reveals the Alpha's willingness to destroy the institution within his own tribe. It also introduces Thirty-Two to Zafira's physical abilities and her place near the ruler.

Later explanation

Eshari later tells Thirty-Two that the council repeatedly pressed for an invasion of Gia that would kill Utrea and endanger Rimitorry and Sakori. She describes five proposals over four years and links the council to attacks on the Alpha. These details are her retrospective account of the political conflict, rather than events directly narrated from the council's perspective.

Rimitorry initially continues to believe the council can restrain her father because Thirty-Two has not told her it was destroyed. Their later argument makes the omission a question of trust as well as politics.
